S1) For b=1, a=2, c=3
1<|2|<3 , is b<a<c? YES
For b=1, a=-2, c=3
1<|-2|<3 , also b<a<c NO
S1 is not sufficient.
S2) For b=1, a=2, c=3
1<|2|<3 , is b<a<c? YES
For b=-1, a=-2, c=-3
|-1|<|-2|<|-3| , is b<a<c? NO
S2 is not sufficient.
Combining S1 and S2
b=1 or -1 , a=2 or -2 but c=3 only.
For b=1 , a=2 , c=3 , is b<a<c? Yes
For b=1 , a=-2 , c=3 , is b<a<c? No
Hence I would go with E.
I believe even without checking for "c" it can be answered.
The relation between a and b from the two statements is enough to conclude if b<a<c or not.

We can use number line and concept of modulus to solve this.
Question
b < a < c
Inference: Does b lie to the left of a and a lie to the left of c on a number line.
Statement 1
We know that the distance of a from 0 is between the values b and a. 'a' can lie on either side of 0. In one case 'a' is in between b and c and in other case, 'b' and 'c' is on one side of zero and 'a' is on the other side.
Hence this statement is not sufficient and we can eliminate A and D.
Statement 2
This statement provides the relationship on the magnitude of a, b and c. However, we can't infer anything on the position. Both the cases that applies to Statement 1 also applies to Statement 2.
Hence we can eliminate B.
Combined
As Statement 2 does not provide any meaningful information, the statement combined won't help.
