The question must be -
If \(y= x^2 + 2qx + r\), is y > 0 ?
(1) \(q^2 < r\)
Let \(r=q^2+a\), where a is a positive number
\(y= x^2 + 2qx + r\) becomes
\(y= x^2 + 2qx + q^2+a\)
\(y= (x+q)^2 + a\)
So y is surely positive.
Sufficient
(2) r > 0
Case I: r=1, x=1 and q=-10…..y=1-20+1=-18
Case II: r=1, x=1 and q=1…..y=1+2+1=4
Insufficient
