a is divisible by b (or which is the same: "a is multiple of b", or "b is a factor of a"), we can say that:
1. a is an integer;
2. b is an integer;
3. a/b =integer
so, as 0 divided by any integer (except zero itself) yields an integer then yes,
zero is a multiple of every integereven b = 0 is
not the right answer, in fact, the minimum value of b cannot be specified as we can be b = -36^9999999999999999999999999
or any bigger negative number.
In GMAT, generally only positive multiples are tested, as per that b = 2 is the right answer.
But yes, it would have been better if question specifically mentioned positive multiple.

I have a curious question directly from
Manhattan GMAT Foundations of GMAT Math. It says "If integer a is not a multiple of 30, but ab is, what is the smallest possible value of integer b? The official answer is b=2, but is not b=0 the right answer? a could safely be 20, ab 0 and b = 0. 0 is an integer and multiple of all integers. Any suggestions? Thank you!!
