I have 199 points.. so if i use them to access premium membership so that i can get a discount on gc tests right?

I can even get a 3 month subscription of gc test with them.. what do you suggest for a test taker who is already at q48 level and intends to take test in 3 months

You can redeem your points for GMAT Club tests directly or you can redeem for Premium Membership (AKA Premium MBA Bundle) - fully up to you, though if you get the MBA Bundle, you will have to pay for the tests since the discount is 30% but on the positive side, you get the Veritas CATs for free.
