I think 650 score is fine.
You can go for top 20 schools.
Actually, it might be good for part-time top ten schools. I am not sure what are your goals, though.

i think 650 is not too bad! if you need a higher score you will get it easily with a little effort...

650 is a score which is a little lower given the fact that you're from the over represented segment. Are you planning to re-take the exam ?

Given the list of schools you have mentioned, 650 doesn't seem to be a bad score. In fact, most of those schools have their average GMAT scores around that number only. However, the only thing which might not do you a favor is that you have around 2 years of experience only while the average work experience at most of the schools is around 5 years.
So re-take the GMAT if you think that you can really push your score higher.
Don't re-take the GMAT if you think that your quality of work experience ,Essays and LORs will be strong enough to distinguish you from the plethora of Indian candidates who apply to these schools.
