I guess R2 IS over for all schools.. Quants 44 is not a bad score.. I guess you concentrated too much on the verbal part and ignored the quants.. But yes.. You do need to work hard on your verbal and bring it up to at least the higher 30s and at the same time also work on your quants.. The low score could even have been a blessing in disguise.. Even if you had got a good score you could only have applied in R3, which is not a very good time to apply for international candidates.. A couple of months preparation should hopefully get you GMAT ready and by that time R1 for fall 2014 would also have commenced.. That way you would be applying in the right round and would have sufficient time for your essays.. I do not need to tell you to not give up hope.. Your signature itself puts forward that message more strongly... All the best.. :)

Spending 250$ on GMAT without any preparation doesn't sound wise to me. You can get a woodland leather jacket for that amount :). Rome was not built in a day and neither is a good GMAT score. I would suggest you change your study style - get a study buddy/keep a journal on this forum/get some help from some tutor. You seem to be in a hurry to finish this GMAT thing and get an MBA. If you have heard Geeta quote "Enjoy the process and donot worry about the end result". Donot consider GMAT as a burden rather an opportunity to show the world that you know how to work hard.

I guess I found one of the reasons.. I am not judging you, but I think you might be a little impatient :)
If this is one of the reason, just tell urself to read and understand the question before solving it. At times there are silly mistakes because you probably dint read imporant keywords.
Also to answer how 8 months for apps: Considering the deadlines for this year is over for international students, I believe now you'd apply in Sept for EA/Rd1. Therefore 8 months :-D

Keep your head up.

I scored a 480 the first time studied for 3 months and eventually scored a 660....

My goal was to break 700 but 660 was still in the 80 percentile range and got me into the ballpark for the school I want to go to.

my biggest advice for you is to get your english skills up. if you're not doing anything you may even want to move to the united states (since the gmat is an american test). because as it is now, your english is not very good. And there are a lot of minute english intricacies that you will not be able to get correct on the GMAT simply because it is so idiomatic (unless you memorize). For example, in regards to tests, we don't lose or win them, as suggested by your title, another example I see a lot of people say on the board is that they "gave" the test, whereas the idiom should be to "take" the test.

Keep your head up man, if I can do it, so can you... not that I was able to do it (since 700 was my goal) but you can def get significantly higher than what you already got.
