I am guessing some stupidity with the proctor policies and perhaps lack of training?

No sure if Leah from the OfficialGMAT is here but would be great to hear why taking a break during the break is suddenly an issue?
I seriously think someone may have issued the wrong guidance to the proctors which they are not in the position to question unfortunately....
