(B) to remain vigilant, reporting suspicious behavior and take actions to speed up the recovery from an economic catastrophe - WRONG. Remain and reporting are not parallel. Additionally, take actions seems to be parallel with other verbs which in turn changes meaning which is not correct.
(C) to be remaining vigilant, reporting suspicious behavior, and taking actions necessary to speed up the recovery from an economic catastrophe - WRONG. be remaining and reporting and taking all are not parallel.
