Option C
We need total weight and the number of packages to answer this question.

From st1 we get total weight. St1 alone is insufficient

From st2 we get the number of packages. St2 alone can’t answer the question. Insufficient

Combining,
If number of package is 1 then average is 14500>600. Even if number of package is 24 (the maximum) 14500/24~604>600. Hence E

answer should be c
combining both we get avg to be greater than 600
