McDonough is the name of the business school at Georgetown. It's a good school - in top 25.
I think she should first consider what type of program she wants.

Penn State has a good online program that requires a couple (I think) of residencies. That means she'll have to be on-campus for a week about two times over the course of the program. The rest of the work is done online.
