Water and resource management problems will be at the head of the legislature’s list of concerns for the coming session.
(A) Water and resource management problems
Here, 'and' is used as a separator (or a parallel marker). So, water should be parallel with resource management problems. Such a scenario is wrong. How can 'water' be at the head of list of concerns?

(B) Problems of managing water and resources
Similar issue as in A. Entities to the right and left of 'and' are not parallel. How can 'resources' be at the head of list of concerns?

(C) Problems in the management of water and other resources
Parallel marker 'and' clearly separates two parallel entities - 'water' and 'other resources'. The subject - 'problems' be at the head of list of concerns.

(D) Problems of water and other resource management
'Problems of water' implies, water has problems. That is illogical. Same with parallel entity - 'other resource management'. How can 'other resource management' have problems?

(E) Resource management problems, including water
Same issue in D.

(A) Water and resource management problems...appears as if water will be at the the head of the legislature’s list of concerns and resource management problems will be at the head of the legislature’s list of concerns
(B) Problems of managing water and resources...managing is not the issue...
(C) Problems in the management of water and other resources.....correct... water is a resource... hence water and other resources correct
(D) Problems of water and other resource management....incorrect.... management of water is also i concern...
(E) Resource management problems, including water....water is not parallel to problems...

I came across this tip that may apply to this question. Can someone please validate?

Two nouns together is generally a danger. For example,
Water management - Rather use Management of Water.
Sales increment - Increase in sales
Profit elevation - Elevation in profit etc.

First of all. Water is a part of resources.

A. There is no semantic parallelism there. Between "water" and "resourse management". Out.
B. And again. There is no semantic parallelism there. Between "management of water" and "other resourses". Out.
C. "Water" and other resources are parallel. Good.
D. Same as in A and B. Out.
E. Water is part of recources. It is not part of resource management problems. Out.

Option B separates water and resources into two distinct categories. However, they are not two separate categories; rather, water is part of the overall category of resources. Only option C correctly shows that water is one of resources that need to be managed.

Compare two sentences:

Option B paraphrased: "I need to buy some whisky and some alcohol for the party."
Option C paraphrased: "I need to buy some whisky and some other alcohol for the party."

Option C is clearly the correct one, because it shows that thing A (water, whisky) is a part of a broader category B (resources, alcohol).

Here's an explanation why A is wrong:

Water and resource management problems will be at the head of the legislature’s list of concerns...

the other explanations tell that how can 'water' be in a list of concerns. That is an absolutely wrong interpretation. This sentence has no grammatical errors.
This sentence says that 'water management problems' and 'resource management problems' will be in the list of concerns.

The only problem with this sentence is that it does not treat 'water' as a 'resource'. However, If the sentence stated "water and other resource management problems" - it would be correct.

Furthermore, i read some posts above that "Problems in..." is the correct idiomatic usage. That is absolutely incorrect. There is no such idiom.
OA C is correct because it is error free.

‘Problems of managing’ and ‘problems of water’ do not make sense, they are badly constructed phrases. So B and D can be ignored. E can be ignored too as ‘Resource management problems, including water’ means resource management problems, of which water is one of the problems. A also separates ‘Water’ from the category of ‘resource management problems’, which is wrong meaning. C is the right answer.

Can we read as -

Water management problems and resource management problems will be at the head of the legislature’s list of concerns for the coming session.

To answer your query, since "water" is a "resource" itself, it makes more sense to use the construction "water and other resources", as done in Option C.

The problem isn't parallelism. Note that options (C), (D) and (E) make us realise that water is also a resource. We can say "water and other resources" or "Resources including water". So (A) and (B) are out.
Between (C), (D) and (E), (C) has parallel construction so it is our answer.
