(B) Problems of managing water and resources --> Problems in...is better
(C) Problems in the management of water and other resources
(D) Problems of water and other resource management --> problems of water??? changes in meaning.
(E) Resource management problems, including water --> waste of time to look at this option.

--> "those" should be there. "distinguish" is to be used.
