Here is the OA and Explanation: Now that the OA and explanation are posted, can you rate this question in terms of difficulty? Let's keep the 1-5 scale with 1 being easy and 5 hard.
Answer: E
It is important to note the intended meaning of a sentence. Here, the statement is trying to say that Capital can be raised through a bank. We need to be clear about which word is the subject (noun) and which word is the adjective.
A – Financing capital suggests that capital finances itself. Always be care of words ending in ‘ing’. B – Capital is used as an adjective here when it should be a noun. Also capital finance is repetitive. C – Again, ‘financing’ and ‘capital’ is redundant D – Incorrect subject E – This is the correct answer because capital is the logical noun and finance capital simply describes the type of capital that needs to be raised.

Gramatically I do not see anything difference between B and E. Even "capital finance" is more common than "finance capital". It would be much clearer if one of them (B and E) is not included in the answer choice.
The Question does seem a bit awkward to be a real GMAT question. As mentioned in the discussion, changing a couple of the wrong choices could help out with this question.
Finance capital sounds fine.
