OFFICIAL EXPLANATION
You should be able to tell quickly that A is incorrect, because it makes no sense to use the conditional tense for a past action. B is also incorrect because the future tense makes no sense here, nor does the present tense in C. The answer obviously needs to be in a past tense, but the past imperfect in D doesn’t make sense because the after in the sentence suggests that there was a definite point in time at which the rain stopped, so the ongoing past action of D is illogical. Only the past tense in E makes sense.
