I came across the following question stem classified as a weaken question, but since 'critique' literally means "to evaluate (a theory or practice) in a detailed and analytical way ", shouldn't this question be classified as an evaluate question?

Yes, that is a definition for critique. There are additional definitions as well, including "a criticism or critical comment on some problem, subject, etc". Really, the word "critique" in this context has a negative connotation. You could substitute the word criticism and it then becomes clear that this is a weakening question.
