Official Explanation :

If you look through the answer choices, you'll notice that some choices include their, whereas other include its. That pattern is a tip-off that the question is testing pronoun agreement.

Choice A is incorrect because the pronoun their does not agree with the singular referent advertising agency. The word agency is a tip-off that the question is testing collective nouns, which are always singular.

Choice B is incorrect because are should be is. The subject of that verb is what, which is always singular when it is used as a subject.

Choice C is correct because depends agrees with its subject, what, and its agrees with its referent, an advertising agency.

Choice D is incorrect because depend should be depends. A singular verb is required to agree with the subject what.

Choice E is incorrect because for cannot be used to begin a subject; the entire construction is grammatically unacceptable.
