What are my best next steps to take?

Hi All,
First, thank you for your time and consideration. I have a few questions regarding my desire to complete a PhD in Business.
I am a bit behind other applicants and want your advice on how to catch up.
I graduated from one of the better UC's for undergrad and double majored in Economics & Environmental Studies, finishing with a 3.1. During my time there, I did enough research to be able to get 1 LoR, but no publications. Since graduation, I've worked in the private sector for 1.5 years at a financial data startup and have a decent job description, although PhDs do not care much about work experience, from what I've read. I took a practice GMAT last week and received a 690 without any study prep. I figure if I study hard for a month or two I can raise that up by 30 or so points.
If I want to get into one of the better Business PhD programs, what should my next best steps be? The two major things that are holding me back are 1) low GPA and 2) no research/LoR.
I was debating going back to school, taking several hard math courses (doing my best to get A's obviously), to prove I am capable to surviving the intellectual difficulties of a PhD. This would hopefully make up for my low GPA. While taking courses I can look into doing research for one of the professors to get another LoR or two. Is this the best plan of action?
