Do you live in Pittsburgh because PT still is very time intensive so you are going to have to apply to whats in your city. Part time is generally much easier than FT, so a 650 is very competitive at almost every PT program.

I still live in Pittsburgh. CMU is the best PT program around, that is why it is my first choice. I believe that 650 should get you into any part time program, but my worry lies with my undergrad gpa of 3.0. I feel like if i can hit a 700 on the gmat, then it would compensate for the low gpa.

My second concern which i forgot to mention in my original post was my plan to apply during round 3. Since i will not be taking the gmat till December, and would be leaving the country shortly after, the earliest i can put a decent application together is for the third round for CMU and second round for most schools. Will this time constrain hinder my chances?
