but i thought, statement A , says they are sides of triangle and something is added to a which cannot be negative, thus we can conclude based on that

The point is that how will you calculate the maximum value of a/b from the sides of the triangle.
(A) doesn't help in getting the maximum value of a/b, hence it is ruled out.
