let the number be say 2.345. The question wants to figure out the hundredths digit, 4 in this case.

I. 100 z is 234.5 and the tenths digit is 5, which tells us nothing about "4"

insuff

II. 1000 z is 2345. Units digit is 2 which again tells us nothing about "4"

so insuff.

both combined are insuff as well

St1: 100z = ab.cde where a is 2.: INSUFF

St2: 1000z = abc.de i.e c = 2: INSUFF

Together: a = 2 and c = 2. No information about b.:INSUFF
