In formal logic, yes, but the GMAT would not do this.
"The six trucks" implies that these were *all* the trucks scheduled to arrive in London. They were all delayed.
"At least six trucks" logically means "Six or more trucks."
Well, technically, the 'or more' isn't actually relevant, since there were *only* six trucks, but it's still true to say "Six or more trucks that were scheduled to arrive in London today were delayed" since "The six trucks" were delayed.
