Perimeter of rectangle is 2(l+b)
Stat 1: b = 18..
=> 2(l+18)..we are not sure about l value...insufficient.
Stat 2: l = 2b...Insufficient...we are not sure about values...
Both : b = 18 and l = 36...Sufficient.
IMO option C.
