(2) The measure of minor arc PQ is 8.

The common pitfall here is that one can assume the angle POQ to be 90 degrees.
The answer is E.
- The first statement does not give us much apart from O is the center.
The second statement gives us the arc but it does not specify the angle and thus we cannot calculate the perimeter.
The answer is E.
