(1) The number of employees in the data processing division is 3 more than twice the number of employees in the personnel division.
(2) The number of employees in the data processing division is 15.

why is it E?

Lets say the number of employees in the personell division is P and the number of employees in the data processing division is D.

If you convert statement 1 into an equation it is: D-3=2P
=> Statement 1 is not sufficient

Statement 2 says D=15
=> Statement 2 is not sufficient

Combined: D=15 and D-3=2P, so you can calculate the total number of employees in either and in both divisions

So Id say it is C.

Q. d+p = ?

(1) d = 3 + 2p

Clearly insufficient

(2) d = 15

Clearly insufficient

(1) + (2) :

D= 3+2P
D=15
So, P = 6

D+P = 21

I think the tricky part is nowhere in this question did they mention data processing and personnel employees are mutually exclusive

one employee can only be in 1 division; or this problem is not from the GMAT. its been tagged incorrectly.
