For once, let me try this.
Statement 1 = Not Sufficient because it provides information about only x. thus without knowing the any information about y we can't provide any specific value for the expression in the question stem. so we eliminate options A&D
For statement 2 = the entire information x^2 + 2y = 17 can provide us with sufficient information because when you manipulate the question stem (by dividing by 2) the result is x^2 + 2y. Hence the statement 2 provides a definite value for the question stem 2x^+4y.
