Statement 1: $$a^2+b^2+2ab = 9$$ or $$(a+b)^2 = 9$$
therefore $$a+b = 3$$ or $$-3$$. Hence Insufficient

Statement 2: $$a = 4 +b$$. Two variables, one equation cannot be solved. Hence Insufficient

Combining 1 & 2 we will get two values of both $$a$$ & $$b$$. Hence Insufficient
