Yes...It should be B.
Here is my explanation.
Try drawing a st line perpendicular on X axis. Let the Right triangle be named ABO where A(j,k), o(0,0) and B is the point meeting on X aixs with the Perpendicular line drawn.
Clue 1 : j = -4. It is given that OB = 4 units.
We know that the triangle is right triagle but no information on length of hypotenuse or the perpendicular line. One of the values is needed in order to find the value of N. Hence insufficient.
Clue 2 : j = -k. This can be translated to say that B0 = BA. (Two sides of the triangle are the same and the triangle is a right triangle. Hence N should be 45 degrees. Sufficient.
