Statement 1: since 3 and 7 are the only prime factors of an integer the only integer is 21 which has 3 and 7 as only prime factors
Sufficient

Statement 2: stated that 7, 3 and 21 are the factors of r it isn't only it could have 4,5,6 etc as many factors so
Insufficient

Statement 1: 21 with its multiples of 3 or 7 is possible. Insufficient.

Statement 2: Problem with statement 1 still stands.
