What percent correct should I target in the 2017 Official GMAT Review Guide problems (including the Quantitative and Verbal Books) to train myself for a 640-680 ability level?

As you know the drills are broken down the EASY, Medium and Hard.

Below is my current average:
- Easy Quant Problems: 80%
- Easy/Medium Mix Quant Problems: 55%

- Easy Verbal Problems: 80%
- Easy/Medium Mix Verbal Problems: 75%

- Haven't gotten to Hard Problems yet

I want to develop my abilities before taking my first practice test in September.

I understand that I also need to keep my time per problem around 2 minutes each.

As others have said, there is really no harm in taking a practice test. In fact, I think that it is a great idea and is a great tool to know what to study. Percent accuracy is always hard to answer as GMAT does not grade on percent accuracy alone. That being said, your 55% on quant for easy/medium seems to be pretty low to me. I have to ask, are you missing because of careless errors or because you do not understand the problems? I believe that the best strategy to do well is to understand how every problem works.
