Draw circle with radiu 4 and center as P.

1) distance between P and X is 4.5

you can draw another circle with radius 4.5 ...
X must lie on this circle.

we don't have any info for Y.. insuffcient

2) dist X AND Y=9
insuffcient..

combine
suffcient

X lies on the outercircle and distance between Y is 9
we have to find out.. whether is ther any possiblitiy that Y lies inside the circle with radius 4

Not possible.. distance between X and Y must be less than <=4+4.5 =8.5

So Y lies out side.

C.
