the total volume of each box = 20*20*15 = 6000 cubic inches
cost per box each = 0.5 $
The TOTAL volume to be transferred for library = 3.06 * 10 ^ 6 cubic inches ( 1 million is 10 ^ 6 )
Now, the minimum amount the university must spend on boxes = {cost per box each} * ( The TOTAL volume to be transferred for the library ) / (the total volume of each box)
the minimum amount the university must spend on boxes = {0.5} * 3.06 * 10^6 / 6000 ~= approx. 250
