Question says

p/x -- remainder is 5 => x is anything greater than 5. Minimum value of x could be 6.

q/y -- remainder is 8 => y is anything greater than 8. Minimum value of y could be 9.

Hence, the minimum value of x+y = 15. So, I and II are correct. Hence, A.
