Can someone please explain this for me?
It seems like most of the answers in OG use either "that" or "modifying phrase".

In general - "which" is used to DESCRIBE a phrase.

"That" is used to restrict the scope of what you are talking about.

The comma ", which" is generally used for greater emphasis on describing a phrase -- by taking a "break" from the rest of the sentence (kind of like an aside).
