Pre-thinking:

The board president's claim is that "people had voted "no" due to dislike of a top-heavy administration". Therefore we need an answer option that helps us determine if this is accurate or not.

Let us examine the answer options:


(A) Comparing the number of administrators to the number in other districts This does not address the preference of voters in this district in any way. The objective behind the question is to address the preferences of this district's voters. Eliminate.

(B) Adding up the salaries and benefits for all district administrators Same issue as in (A). Eliminate.

(C) Graphing five years of correlation between numbers of students and administrators Same issue as in (A) and (B). Eliminate.

(D) Surveying neighborhood districts to determine which budgets passed This could be an interesting option since it talks about preferences of voters in other districts which may be extrapolated to this district. However, even if we allow for such extrapolation, the problem is that this option only talks about sampling neighbouring districts only to see which budgets passed and does not analyze the reasons for the passing or otherwise in any way. At best, this is incomplete. Eliminate.

(E) Exit-polling voters to determine the reasons for their votes Correct answer which directly addresses the point at hand.
