Yet another example of a question where it pays off to look at the answer choices early as part of our approach. The first values in each answer choice are unique. We don't need to worry about the upper bound.
What's the lower bound? When x is as small as possible (0.25) and y is as large as possible (0.65).
\(\frac{0.25}{0.65} = \frac{25}{65} = \frac{5}{13}\)
Answer choice C.
