Interesting question!
What you've heard matches my understanding too. It doesn't matter where you take the GMAT, it matters what your background / citizenship is. In fact, I just looked at a GMAT score report (you could probably find a sample online) and it doesn't even seem to list the test location. It lists the test taker's country of citizenship and mailing address but not the testing location. So I would take it wherever it's most convenient for you!

For instance, a 730 scored by an European (a French for example) is considered quite high v. a 730 scored by a Chinese is considered average / average - by some business schools.
Thus, if I take my test in China as a French national and I send my test scores to some B-schools, the location wouldn't matter, correct?
