Why option A is wrong?
Is it because there is no contrast present in the option?

Here's the (A) version:
Whereas heat transferred between the ocean and the atmosphere occurs more rapidly when the ocean is warmer than the air, it is slow when the ocean is colder.This version is incorrect because of meaning issues.
"Heat transferred between the ocean and the atmosphere occurs" doesn't make sense. The transfer of heat is what "occurs," not "heat transferred."
Also, "more rapidly" doesn't really make sense since in this context since the sentence mentions nothing that occurs "less rapidly." A more logical contrast would be "occurs rapidly" versus "it is slow," or "occurs slowly."
Finally since "it" presumably refers to "heat transferred between the ocean and the atmosphere," "it is slow" doesn't make sense since "heat" cannot be slow. The transfer of heat could be slow, but heat itself does not have a rate.
