E appears best, because of the word "paradoxically", we need to find a statement where conservatives would welcome a government intervention, the government "on the back" of American people.

In order to have a paradoxical stand, the conservatives must call for government intervention. Hence E.

C is a bait. It says "a limitation on the amount of sexually provocative material". But it is not clear whether there should be a government intervention or self discipline. Also question relates to private sexual behaviour, not the publication of sexual materials. C is out.
