I will go for A.
6 years back I had to think twice to buy a 25 inch TV in India with Rs 25000/- salary per month. In US I thought for 2 mins with a salary of $5000 per month. SO quality of life depends on purchasing power as said by A)

Can we compare AED vs USD , can we compare buying power of two different commodities ? No we can't
Hence (A) fits in perfectly as the correct answer.
