I dont know a perfect logical explanation for this one but IMO B is the correct answer

lets have some input on this from one of the Verbal gurus

I believe it's C.

if you flip the sentence you get :

Instead of capital intensive enterprises, Small to medium scale industries are wanted in India.


Also, the following usage should also be acceptable:

What is wanted in India is not the presence of capital intensive enterprises but that of small to medium scale industries.

IMO its A

as the person who is wanting this is singular ....and hence the verb "is" should be used for him...and as we are wanting more than one things...so "are" should be used for them...

m looking for answers ....
not very great grammarian...so don't take it as correct..will wait for responses...

Straight B:

Method: 1
First we can query for the subject and based on the subject we can derive verb.

Subject query: Who or what wanted not capital intensive enterprises but small to medium scale industries?
Answer: India – Since we have singular subject, the verb must be singular.
Or Method : 2

Just flip the sentence you can see logic very clear:
India requires small to medium scale industries but not capital intensive enterprises.

Here we have singular Subject “India” and therefore requires singular verb.
