Breaking 168 into primes, we have:

168 = 2 x 84 = 2 x 21 x 4 = 2^3 x 3^1 x 7^1

We see that 168 contains 2^3 as the highest power of 2 that is a factor. Since 32 = 2^5, then 32 is not a factor of 168.
