Let's write the numbers in ascending order.
13 22 31 38 47 69 73 82.
Now we can figure out that greater than three fourth is equal to > 6/8 and less than one fourth means < 2/8.
The number will be between 96 and 73, hence 71 is the correct answer.

There are 8 numbers. The number that we are looking for is greater than 3/4 of the all numbers but less than 1/4 of all numbers.
3/4 of all 8 numbers is -> 24/4 -> 6.
1/4 of all 8 number is -> 8/4 -> 2.
So to simplify, which number that greater than 6 out of 8 numbers and less than 2 out of 8 numbers.
The sixth number from low to high is 69 and the second number from high to low is 73. Therefore the number that we are looking for is 69 < number < 73.
Therefore, the answer is 71 -> D
