Which questions do you feel taking notes can also distract or complicate the issue, too?

Good question. Notes can help you stay engaged on RC. I wouldn't use notes to answer questions though. They're really to keep you active and interacting with the passage.
That doesn't mean that you have to take notes to be successful on RC. Sometimes I take notes. Sometime I don't. For tutoring students I suggest trying notes because, again, they can really help keep you engaged. See what works for you.
On CR, notes can be OK every once in a while on questions that lend themselves to some organizing but otherwise can be time consuming and potentially distracting.

I have the most notes for SC and sometimes there's so much to remember that it doesn't help me but if i did go through those notes, that's when I realize that I already noted this down but it got lost in the pages of rules and tips
