I came across this lonely post and well, I will chime in based on my experiences as an admissions consultant (and seeing which of my clients get $$$).
1 - the general rule is this, the lessor ranked a school (the worse a school's ranking), the more likely they are to give out money.
2 - if you absolutely have to have a full ride to come to school in the US from Vietnam, you are going to want to apply to schools ranked from about 20 to 50 ...
3 - Now this all depends on your GMAT score. But if you have a good one - at least 700 (and a high GPA) - you can expect to get some nice offers from schools ranked above the top 25 or so.
