While all state governments faced budget problems after the economic downturn of 2000, the problems were worse in states with high-tech industries.
The above sentence talks about All state governments and the budget problems faced by them. Therefore we would be needing a superlative form (When we are comparing more than 2 entities we use the superlative form) to compare the budget problems faced among all the state governments.
A. Worse - Not a superlative Form .
B .Worst - superlative form.
C. More - Not a superlative Form.
D. Great - Not a superlative Form.
E. Worsening - Not a superlative Form.
The only answer that satisfies the criteria is Option B.
