While running in the race, did Jenny's speed ever exceed 9 miles per hour?
(1) Jenny ran a total of 3.1 miles in the race
(2) Jenny completed the race in under 27 minutes
Note : S = D/T ( S= speed, D= Distance , T = Time )
Hence to calculate speed we need D and T

It seems we have both D and T hence we can calculate S.
However what we get is the Avg. speed \(\approx 7 \) and cannot tell anything of the speeds in between.
At some places Jenny could have travelled very fast exceeding \(9 \) miles/hour and at other places she could have travelled very slow going even below \(5\) miles/hour , overall completing the whole journey in \(27\) min.
All we can conclude is that she must have travelled for a longer duration at a slower speed to pull down her avg speed to \(\approx 7\) if she ever did exceed \(9\) m/h or she could have travelled at a uniform speed around the average.
