Looks like we have two different companies: the ones that buy the policy and the ones that make recruitment easier. But making recruitment easier just is another perk of the policy.

(B) purchase it, and an increasingly well-publicized perk, are makers of
--> the part after the last comma makes no sense if you complete the sentence.
"...purchase it, and an increasingly well-publicized perk, are makers of it easier for firms to recruit top personnel."

(C) purchase it and, as an increasingly well-publicized perk that are making
--> S-V error: perk is singular, therefore 'are' is incorrect
Furthermore, the first part of the sentence is incomplete since nothing follows the 'and' before the comma. There is no comma in or after the underlined portion that would make it a modifier.

(D) purchase it and an increasingly well-publicized perk, for making
--> that changes the meaning. It seems like they are purchasing both: 'it' (the policy) and 'an increasingly well-publicized perk' (but what perk?).

(E) purchase it and, as an increasingly well-publicized perk, make
--> this puts both perks of the policy in a nice, parallel way
"...corporate liability insurance policies also provide cost certainty for companies that purchase it and, as an increasingly well-publicized perk, make it easier for firms to recruit top personnel."

The first list in this sentence is completely contained in the non-underlined portion, but the underlined portion has a pair of items that should be parallel as well. The policies (a) "provide cost certainty..." and (b) "make it easier for firms to recruit. . . ." The intermediate phrase has to stay, but in such a way that makes it clear that those two items are grammatically parallel.

Start with the correct verb form of "make". "Provide" doesn't change, so the parallel verb is "make", leaving only choices (A) and (E). In (A), the "that" is extraneous; the correct form would be "provide cost certainty. . . and. . . make it easier", so (E) is correct.

In the non - underlined part "they" refers to "policies", then how in correct answer choice "it" refers to "policies". This looks incorrect. A, C, & D have no working verb. B has S-V agreement error.
