Why cannot I used referred back especially in this context:
The matter was referred back to the committee since the solution to the problem was different from the one proposed erlier which was not practicable
This question was taken from Baron's GMAT pass key book's Sentence correction section on Pg 161.
As per the question, The committee first suggested a solution and the solution was referred back to it because of blah blah..
I know that one should not use refer back. But the context in such instances is different as in: The on-field umpire referred to the third umpire for the final decision.
Can somebody enlighten me kindly?
