I ask that question because I got the following information with the ding letter:
"Please note that we do not generally encourage reapplications from waitlisted candidates to whom we were not able to offer a place on the programme. This is because the Admissions Committee has already made a very in-depth evaluation of your file. Reapplications are rarely successful unless there is a significant change in the candidate’s profile (at the applicant's own discretion), such as new personal/professional achievements. However, please bear in mind the competition at INSEAD is fierce. Even re-applicants that demonstrate significant changes will not necessarily be admitted."

Thus, I don't know school's attitude.......

It was in an interview, you can look it up online. I think it was also mentioned in the LA info session when they were talking about reapplicants.

At the info. session we were told that INSEAD discourages re-applications because people were re-applying with essentially the same profile. However, it considers those who have improved. So, if your profile has improved significantly, I think you should re-apply.

this was my understanding as well.
