If it helps allay your fears, there is no "penalty" to applying to 2+2 if you plan to re-apply in a few years. Yes, in the application form itself you will need to state that you had previously applied (and in which year you applied) so they will be able to do the math and see that you were a 2+2 applicant.
I have had several clients not get in during 2+2 but then get to the interview round / get accepted ~4 or 5 years later.
I also applaud you for having a down-to-earth realization that 2+2 was started to try to get the kids who would otherwise apply to different grad schools (Engineering, law, public policy, etc.) to consider business school instead. I was at HBS when they were developing the program, and I can tell you for a fact that this was the spirit in which the program was devised. In the subsequent years (14 since I graduated!) the program has indeed evolved and now they do take business majors, etc. but in sum the question is: "Is this someone we should grab NOW, or is this someone we'll see again in the applicant pool in a few years and therefore we don't need a call option on them?"
That having been said ---- you miss 100% of the shots you don't take, so I say apply away. There is no downside to doing so.
